RFP: Sub-Consultant Architect Work on Events Center

Project Overview

The City of Clemson Parks and Recreation Department is seeking the services of a qualified architect to develop a feasibility study and options for an indoor Events Center at Nettles Park.  The scope will include evaluating the current/future space needs for the Arts Center and the Parks and Recreation Programs, along with the facility spatial design, layout and analysis.  It will also include assistance with stakeholder engagement meetings, a preferred site plan (most likely with a few revisions and/or options), conceptual renderings, cost estimates and the ability for timely presence as needed throughout the process.  The scope will also include evaluating the current/future space needs of the CAAAM, (Clemson Area African-American Museum).  This will include spatial design and layout analysis of CAAAM’s portion of the Calhoun Bridge Center, along with estimated renovation costs.

The selected architect will serve as a sub-consultant to Zec Eight Insights, who is currently developing the Clemson Parks and Recreation Master Plan.  Zec Eight Insights will assist the feasibility study process by providing:

  • Identification of recreation trends and market demand.

  • Identification of preferred recreation activities, programming and experiences based on research, trends and stakeholder engagement.

  • Budget projections (operating revenues and expenditures) based on preferred program plan and spatial layouts.

  • Client Presentation Assistance

RFP Response Requirement:  Proposals should be well-organized, concise and no longer than 25 pages.

At a minimum, the following sections and information should be included:

  1. Cover letter:  Provide a statement of ability to complete the project with current workload, cite any conflicts of interest, and provide a six-month guarantee on terms.

  2. Contractor Qualifications:  Provide an overview of qualifications for the contract team including, but not limited to, type of firm, and relevant project experience.

  3. Project Team:  Provide a list of key individuals and staff that will be assigned to this project, describing their roles and relevant experience.

  4. Approach:  Describe how the contract team will complete the scope of work, including a detailed schedule.

  5. Cost Proposal:  A cost proposal for services defined in the project overview.

  6. Appendices:  Provide resumes of key staff members.  provide firm references from at least three similar projects, including names, address, phone numbers, title of project and description of work performed.

  7.  Insurance:  Provide a certificate of insurance that clearly documents all coverage limits available to the contractor.  Successful contractor will be required to provide a policy endorsement which shows the City of Clemson to be an additional named insured.

RFP Release Date:      Monday, January 2, 2024

Questions Due Date:     5:00 pm EST on Friday, January 19, 2024

Responses Due date:    5:00 pm  EST on Friday, February 2, 2024

Interviews:       February 12 - 14, 2024

Selection and Notice to Proceed:    Tuesday, February 20, 2024
